Felix was given 40 years in prison, he was seized in international waters new La Paz, Mexico, he was 200 miles at sea when he was arrested. Because he was in international waters and he committed crimes against the US by being responsible for tons of cocaine trafficked on the streets, the DEA is allowed to take him and try him in the United States.
